unintelligible and frightening - though at various times most of us
feel the urge. We must manage it. And the only way to do that in a
democratic society is to create a common universe of discourse where
science and technology, and the moral and social and human problems
they both occasion and can help resolve, are regular features of rational,
intelligent social discourse. In the case of genetic engineering,
we have yet to begin to create such a universe of discourse."
